MOSCOW, March 8 (RIA Novosti) - The adoption of the "Law of Administering the Iraqi State for the Transitional Period," as the interim constitution of Iraq is officially named, will facilitate the earliest restoration of Iraq's sovereignty and its position in the world, Alexander Yakovenko, official spokesman for Russia's Foreign Ministry, said in a statement.

"It is noted in Moscow that the long and difficult efforts to reach agreement on the wording of the law produced specific results," it is said in a statement placed on the foreign ministry web site.

Now a legal basis has been provided in Iraq for preserving the country's statehood, for maintaining the process of restructuring its domestic activities in line with a democratic policy, and solving social, economic and other problems," the statement reads.

It is also stressed in the document that "Russia, for its part, intends to promote mutually beneficial cooperation with Iraq on the basis of firm time-tested traditions of friendship between the two nations."

The Interim Governing Council of Iraq on Monday officially approved the law on state administering of Iraq during the transition period from June 30, 2004, until the time when a full-fledged government is formed in the country as a result of elections not later than December 31, 2005.
