LONDON, 7 March, 2004. (RIA Novosti correspondent Alexander Smotrov) --Businessman and Governor of Chukotka (a region in Russia's Far East) Roman Abramovich has topped the London billionaires list annually compiled by The Sunday Times.

According to the newspaper, the fortune of the owner of Sibneft oil company and Chelsea football club totals L 6.5 billion (about $11 billion). This makes him 26 times richer than Queen Elizabeth II, who until recently was the United Kingdom's wealthiest person.

London, with 40 resident billionaires, leads the list of the world's billionaire-friendly cities trailed by New York, Moscow and Geneva which host 31, 23 and 20 billionaires respectively.

Roman Abramovich holds the 25th place on the earlier published Forbes' annual ranking of the world's wealthiest people, which makes him Russia's second richest man eclipsed only by former Yukos CEO Mikhail Khodorkovsky.
