As the organizers of the project said, these services will be related to marketing, effective use of human resources, development of new products, search for western partners, strategic planning, and many other fields. Furthermore, the TERF experts will draft a restructuring program for each enterprise picked. The project provides for rendering free consulting services the real cost of which ranges from 50,000 to 250,000 euros for each enterprise.
Beginning with 1998, the analogous TERF projects have already been successfully carried out at 50 enterprises all over Russia. The project, which is being launched is aimed at supporting new industrial strategy declared by Russia's leadership. Preference will be given to machine-building enterprises and enterprises using high-tech equipment.
TACIS is a program worked out by the European Union for the former republics of the Soviet Union (except the Baltic republics) to help the development of these countries' economic and political relations with the EU. The priority spheres that are financed within TACIS are: reorganization of state enterprises and development of the private sector, establishment of an effective system of production, processing and distribution of foodstuffs, development of energy, transport and communication infrastructures, nuclear safety, environmental protection, and reform of the systems of state administration, social protection and education.
