NEW RUSSIAN PRIME MINISTER SPEAKS FOR MORE INTENSIFIED SPECIALIST AND STUDENT EXCHANGE WITH EU

Moscow, March 5, 2003. (RIA Novosti) - Russia has to raise the qualification of its specialists and intensify for this purpose the exchange of specialists and students with the EU to make the Russia-EU interaction more effective, new Prime Minister Mikhail Fradkov told the State Duma today.

This task is especially topical in connection with the EU enlargement, he added.

"We need highly-qualified personnel for more effective interaction with a new Europe," Mikhail Fradkov said.

In his opinion, this is also necessary to expedite the negotiations on the accession of Russia to the World Trade Organization.
