    STATE DUME TO CONSIDER AMENDMENTS TO LAWS ON TOUGHER PUNISHMENT FOR TRUG TRAFFIC

    MOSCOW, MARCH . /RIA NOVOSTI / -- The security committee is going to submit to the State Duma its consideration this year a package of amendments to the present legislation on a tougher punishment for drug trafficking, the committee head Vladimir Vasiliev told journalists on Thursday.

    The main developer of the amendments is the security committee and co-performers are the committees for health, education and culture.

    Vasiliev recalled that on Wednesday the State Duma voted down eleven bills on protection against the spread of narcotics. "They all were submitted by deputies of the former Dumas and many of their provisions have become obsolete. Actually each of them contravenes articles of the Criminal Code, Law of Criminal Procedure and the Administrative Code", Vasiliev explained.

    Simultaneously, he noted that all the rational clauses contained in the rejected bills will find use in new ones.

    In turn, deputy chairman of the security committee Victor Ilyukhin noted that about 4.5 million people in Russia today use narcotics. Three years ago between 2.5 and three million people were involved in the use of drugs.

    "The state must create a dependable barrier in the road of the spread of the threat of narcotics", Ilyukhin believes. "For that, a state programme of the struggle against the drug traffic must be drawn up".
