MAKHACHKALA, March 4 (RIA Novosti) - Criminal proceedings have been instituted in connection with the murder of Magomed-Rasul Alkhlayev, head of the Buinaksk District in Dagestan, a republic in the Southern Federal District of Russia bordering on Chechnya, on charges of premeditated murder and illegal possession of firearms, a source in the public prosecutor's office of the city of Buinaksk and the Buinaksk district told a RIA Novosti correspondent.

According to the source, a service jeep of the district's head, in which he drove to his office in the morning, was stopped by unidentified persons on the Makhachkala-Buinaksk road as the car left the Novy Kumukh village. "Alkhlayev was dragged out of the car and shot from a submachine gun," the source said. His driver was wounded.

Empty cartridge cases were seized from the scene.

One of possible motives behind the murder is associated with his work. Chairman of the Dagestani State Council Magomedali Magomedov, the prosecutor of Dagestan Imam Yaraliyev and other chiefs of local power and law enforcement bodies are in Buinaksk at present.
