    BRUSSELS, March 3, 2004. (RIA Novosti correspondent) - European parliament deputy Alain Lamassoure has welcomed nomination of Mikhail Fradkov for Russian Prime Minister. "For relations between the European Union and Russia the fact that he knows the issues of bilateral partnership well is obviously a positive moment," he said in an interview with RIA Novosti on Wednesday.

    When asked, whether he believed that in the future Russia might join the EU, the author of the recently published "Secret History of European Convention" and one of the writers of the European constitution said "I do not think it possible. This would change the very nature of the European Union, which is not an organization like the Council of Europe of the OSCE that can expand by admitting new members, but is a federal project".

    "What we are going to do is to establish privileged partnership relations on a par with such large partners as Russia, Turkey and Ukraine, like the USA cooperates with Canada, which is not the 51st American state," the MP explained.
