MOSCOW, March 3, 2004. (RIA Novosti). The Parliamentary Assembly of the Council of Europe (PACE) will send ten parliamentarians to act as observers at the forthcoming presidential elections in Russia on March 14, head of the State Duma international affairs committee Konstantin Kosachev told RIA Novosti on Wednesday.

According to him, German representative Rudolf Bindig will head the delegation.

Bindig is known in Russia as a rapporteur for Chechnya from unfriendly positions, Kosachev said.

A report on the presidential elections in Russia will be delivered at the PACE session in late April, the deputy added.
