"Adoption of these laws will make it possible to comprehensively approach the questions of Russia's fuel and energy complex and to make it more efficient," he said.
Mr.Yanovsky also stressed that the adoption in 2003 of Russia's energy strategy till 2020 "is an important move in the fuel and energy sphere." He noted that the task of reforming the natural monopolies is a major provision of the energy strategy of Russia, while improvement of taxation in the fuel-energy sphere is an important factor for implementing the energy strategy. To illustrate this, Mr.Yanovsky cited switching over to rent payments for the use of different deposits.
He went on to say that the reform of the power industry which is being carried out in Russia "has raised the question of improving the existing legislative base in this field."
