ADMINISTRATIVE REFORM COMMISSION TO SUBMIT REPORT TO RUSSIAN PRESIDENT BY APRIL 1

MOSCOW, February 28, 2004. (RIA Novosti). The commission on the administrative reform is to submit a report on state functions to the Russian President by April 1, acting Vice Premier Boris Aleshin told journalists following the meeting of this governmental commission.

According to him, "the commission will not change the terms of its work". The next meeting will be held in late March, he added.

The commission is making a report on the results of the first stage of the reform, including the analysis of excessive functions of state bodies, Aleshin said.

The commission has already analyzed over 5,000 functions and more than 1,000 of them turned to be excessive, Boris Aleshin noted.

Now the commission has to consider the transfer of functions from one department to another, he said.

However, the commission's task is not only to exclude excessive functions, he stressed.

"The commission carries out important analytical work aimed to determine real state functions," the acting Vice Premier explained.

In his words, the report will lay a foundation of the future state structure.

It might not influence the structure of the new government but any structure will be based on this set of functions, Boris Aleshin said.
