BEIJING, February 28, 2004. (RIA Novosti special correspondent). The dialogue on the North Korean nuclear problem will be held on permanent basis, said Russian Deputy Foreign Minister Alexander Losyukov, the head of the Russian delegation at the six-sided talks in Beijing.

"The agreement to form a working group is highly important for further dialogue," Losyukov told RIA Novosti after the closing ceremony of the second round of the talks.

According to Losyukov, the third round will be held in the middle of 2004 in Beijing. This is another important result of the talks.

Losyukov hopes that experts will prepare a more serious agenda for the third round.

He acknowledged that the results of the second round were modest.

"The talks revealed the existing differences between the sides, first of all, the USA and North Korea," he noted.

"Despite these differences, the talks in Beijing allowed several steps," he added.

"We did not expect much of the talks and all sides strived to achieve maximally possible results," Alexander Losyukov noted.
