MOSCOW, February 27, 2004. (RIA Novosti). Russian acting Defense Minister Sergei Ivanov came out for the necessity of the search for new forms and methods of the upbringing of the Russian Armed Forces' personnel, first of all, contract servicemen. By 2007 they will have to provide fighting efficiency and permanent alertness in the Russian Army, Ivanov said on Friday at a meeting of the ministry's collegium.
The collegium outlined the most effective ways to solve current problems of military building, the Russian Defense Ministry's press service told RIA Novosti.
