POOR INFRASTRUCTURE HINDERS THE DEVELOPMENT OF THE KRASNOYARSK TERRITORY

KRASNOYARSK, February 27 (RIA Novosti correspondent Yelena Glushakova),- President of Russia Vladimir Putin believes, it is poor infrastructure that hinders the development of Krasnoyarsk territory. He called the energy and transport infrastructure one of the most serious problems of the territory.

"The latter in its turn hinders the development of such long-term industry sectors as mining and timber," President Putin said at the conference on the development of Krasnoyarsk territory, the largest east-Siberian region.

He said that the territory industry growth rate hardly exceeding 4% is still lower than the nation's average.

Mr. Putin pointed out some positive changes as well, "The local budget's revenues has risen, the tax and budget disciplines have been strengthened, the all-out analyses of the insecure social obligations have been carried out. Machine-building industry, housing construction, small business keep up the rate of development in line with the traditional in this territory raw material sector." Mr. Putin noted that the single-sector-orientated structure of the regional economy, as a whole, had not changed to a great extent.

"The industry of the territory is mostly orientated to export. It depends on the world raw material's market and a currency rate fluctuations," Mr. Putin said. He added that the non-ferrous metallurgy enterprises alone make 67% of the territory's industry outcome.

According to Mr. Putin, social problems are still unsolved in the territory: the labour market remains unstable, income of a budget-dependant employee differs from that of the industrial enterprise's worker. "And the gap is rather wide," Mr. Putin noted.
