    MOSCOW, FEBRUARY 27 (RIA NOVOSTI) - Acting deputy prime minister Boris Alyoshin will conduct a routine session of the commission for the administrative reform on Friday, February 27, reported his secretariat.

    The commission is supposed to complete the first stage of the administrative reform, designated to analyze the functions of the bodies of state authority, by the end of March.

    Its members have already studied more than 4,000 out of 5,000 functions of the state bodies, 800 of which have been recognized as excessive, 350 - duplicating and more than 500 require specification.

    The commission will prepare draft laws and other regulatory-legal acts on the results of the analysis.

    Alyoshin said that the administrative reform would reduce the number of federal state bodies by almost one-third. The control functions will be placed beyond the framework of the government, and a part of them handed over to business.

    Alyoshin also believes that after the removal of excessive functions of the state and handing over control functions to commercial organizations the ministries will retain 10-15 percent of their functions - budget functions, property management, tariff and non-tariff regulations as well as rendering public services.
