ACTING PREMIER SPEAKS FOR ELIMINATION OF BARRIERS TO SMALL BUSINESSES

MOSCOW, February 26 (RIA Novosti) - The Russian government must remove all of the negative issues that hinder the development of small businesses, said Victor Khristenko, the acting prime minister of Russia, at a cabinet meeting on Thursday.

"Today we are considering the concept of several laws that are supposed to ensure the development and operation of small business," Mr. Khristenko said.

He said that since January 1, 2003, the day when the simplified taxation of the small business was introduced, "both positive and negative moments have arisen."

The acting prime-minister noted that the simplified small business tax limits the amount a small business has to pay to 15 million rubles a year ($1 is approximately 29 rubles). "We must clarify the record policy, as well as the transition of small businesses to the special regime," Mr. Khristenko said.
