KHABAROVSK, February 26, 2004. (RIA Novosti). Russian President Vladimir Putin ordered the Russian government, first of all, the Economic Development and Trade Ministry, and regional heads not to turn the export of resources into an end in itself in the development of the Far-Eastern infrastructure.
"The creation of the transport infrastructure and energy capacities is needed, first of all, for the development of the country and the region. The future energy capacities need consumers. The Economic Development and Trade Ministry should think about it and not about the export of recourses," the President said at a meeting in Khabarovsk (a territorial center in the Far East).
