The consideration of these documents was earlier scheduled for February 26.
According to the minister's forecast, the package of documents will be submitted to the government at the beginning of March.
Asked by journalists about possible amnesty of capitals, Gref stated once more that "it is possible but time and funds are needed for it." He noted that "this question is not on the agenda now."
According to Gref, the main problems are the defects of Russian legislation and law enforcement practice, including judicial practice, as well as the "very poor experience of relations with private property in the country."
"Only time and creation of civilized, stable and comprehensible guarantees, which have already been polished up in the world, can cure this," the Minister stressed.
