" The Ministry of Internal Affairs has always taken negative stand on this matter," said General Vedenov. He also explained that in order to implement citizens' right to carry arms for self-defense purposes the Ministry of Internal Affairs came out with an initiative to develop new models of non-lethal small arms (including arms for self-defense purposes) which can substitute for short-barrel guns.
"So far we have three certified types of new non-lethal arms," the general said. The new non-lethal means are pistols and revolvers which use rubber bullets of not larger than 11mm in diameter. "These kinds of bullets inflict shock pain on the target which results in huge haematomas on the body," explained General Vedenov.
General Vedenov pointed out that control over the activities of private security and detective agencies remains the most important issue of the licensing department.
Currently the 17,500 security and detective agencies in Russia have 116,000 weapons at their disposal.
