PRESIDENT PUTIN PROMISES TO ACCOMPLISH POLITICAL REFORMS

MOSCOW, February 12, 2004. (RIA Novosti correspondent Oleg Osipov). The activities on the accomplishment of political reforms will be as consistent as everything, which has been recently done for Russia's stabilization, presidential nominee Vladimir Putin told his election agents.

For instance, local self-government reforms will be brought to their logical end, he noted. "Each citizen will not only know but also demand the level and quality of services of these of those levels of power," Putin said.

"Everyone will be able to influence on the decisions which concern him," he stressed. According to him, the formation of the legal basis and principles of inter-budgetary relations should be accomplished in the near future.

"We shall be gradually consolidating our political system both at the federal and regional levels," Vladimir Putin said.

"I am convinced that the constituent development of the state and society needs civilized political competition based on influential major political parties, enjoying people's confidence," said Russia's incumbent president.
