MOSCOW, February 9, 2004. (RIA Novosti correspondent Yury Tyurin) - The governor of the Kemerovo Region (the coal mining region in the south of Western Siberia, otherwise called Kuzbas), Amman Tuleyv, believes that the aim of the terrorist act in the Moscow metro is to destabilise the situation in the country on the eve of the presidential elections scheduled for March 14, 2004.

"The terrorist acts are acquiring an ever more sophisticated, arrogant form. Their aim is to destabilise the situation on the eve of the presidential elections in Russia. Their organisers want to sow fear and panic among the population," said Tuleyev on the Monday conference on intensifying the fight against terrorism.

Tuleyev pointed out that Kuzbas is a region of many enterprises with a high level of danger. According to him, the plants in the region annually produce hundreds of thousands of tons of explosives for the coal and ore mining industries.

"Many people think that terrorists are somewhere far away, not in our country," underscored Tuleyev. "They forget that terrorism is not limited by specific geographical locations."
