PUTIN: RED TAPE IS AN OBSTACLE FOR ECONOMY

MOSCOW, February 9 (RIA Novosti) - Red tape is becoming an obstacle for economic development, Russian President Vladimir Putin said Monday in reply to the speech by some members of the presidential Council for science and high technologies who complained about bureaucratic obstacles impeding the realization of scientific development-oriented decisions. "Red tape is a common problem," said the Russian president.

"It is not resolved at rates required at the present moment," Putin said. "It [red tape] has become a problem for economic development too." The head of state said the planned administrative reform will not touch upon the government alone but the whole system of management.
