DOMODEDOVO (MOSCOW REGION), FEBRUARY 9, 2004. (RIA NOVOSTI). Russian FSB believes it is necessary to raise the issue of some CIS countries "double standards" in combating terrorism.

"It is impossible to effectively struggle against terrorists if they can quietly sit out in the Pankisi Gorge (Georgia) or undergo treatment in the Azerbaijani hospitals," FSB deputy director Vyacheslav Ushakov, told the new Duma deputies.

Ushakov believes that Russia should insist on the extradition of Chechen terrorists who are on the international wanted list, that is Udugov, Zakhayev, Yandarbiyev and others.
