    MUNICH, February 8, 2004. (RIA Novosti) - Pakistani scientists have been passing nuclear secrets to third countries. That was no stunning revelation to Sergei Ivanov, Russia's Defence Minister, he said to Novosti at a news conference in Munich.

    "I think it was an open secret to experts always dealing with nuclear proliferation. At any rate, many have been suspecting it for quite a long time. As I was addressing an international security conference in Munich, I said the matter was badly alarming Russia. I know the IAEA and India are equally alarmed. India's Security Council Secretary also referred to the matter in his address," remarked the minister.
