    FORMAT OF NEGOTIATIONS ON NAGORNY KARABAKH MUST BE EXTENDED TO FOUR-PARTY

    MOSCOW, February 7 (RIA Novosti corr. Pyotr Goncharov) - The format of talks on Nagorny Karabakh should be extended to a four-party one, believes Russia's first deputy foreign minister, co-chairman of the OSCE Minsk conference on Nagorny Karabakh, Vyacheslav Trubnikov.

    In his opinion, Azeri refugees and the Nagorny Karabakh leadership must become the third and fourth parties to the negotiating process.

    "Today the Minsk group speaks to two parties to the conflict (Armenia and Azerbaijan). In my personal opinion, this format is not full. No solution of the Nagorny Karabakh conflict can pass by Armenians and Azeris of Nagorny Karabakh. That's what we are trying to bring home to Armenia and Azerbaijan today," Trubnikov told Azeri media and RIA Novosti.

    "We can agree with them [Armenia and Azerbaijan], to resolve this problem, put it on paper. But if this agreement is not perceived by Azeri refugees from Nagorny Karabakh and the leadership of Nagorny Karabakh, it might remain just a sheet of paper," the diplomat said.

    He said it was his own point of view, and not the opinion of the Minsk Three, which includes Russia, the US and France.
