MOSCOW, FEBRUARY 6, 2004. (RIA NOVOSTI) - Today's appalling blast in the Moscow subway has made all other major Russian cities who possess subways introduce Plan Hurricane. Moscow itself is acting on an even harsher Plan Volcano, Alexander Chekalin, Deputy Interior Minister, said to the media.

As Plan Hurricane has it, all metro services are on the alert, and the vacationing personnel has been recalled to the job. Law enforcement agencies are doing all they can to prevent more terror acts. Interior troops have reinforced police patrols, and plain-clothes detectives are watching metro platforms and trains. Trained dogs patrol trains in search for explosives. Apart from reinforced police patrolling, Moscow's Plan Volcano envisages thorough and quick blast detection, Interior Ministry PR said to Novosti.
