MOSCOW, February 6, 2004. (RIA Novosti) - Entrances to metro stations, railway terminals and to buses must be equipped with special devices to check the presence of explosive devices, Federation Council (upper house of Russian parliament) Vice Chairman Alexander Torshin told RIA Novosti.

In his opinion, Russian defense enterprises can be reoriented to manufacture such special equipment.

"Buying foreign equipment is possible too, as well as attracting cynologists services and voluntary public structures," the vice speaker believes.

In Torshin's opinion, installation of such devices is "quite realizable." "Explosive substances have a number of parameters that make it possible to reveal them in time," he thinks.

Torshin spoke for increasing expenditures on security in the following year's budget. "And we, as lawmakers, will probably initiate expenditures in the budget for relevant purposes," the senator emphasized.

According to Torshin, the new constructive system of measures to prevent terrorist acts in Russia must be reflected in the plans of work to perfect security measures both on the level of city administrations of Russian regions and on the level of the interior ministry.
