SECOND INTERNATIONAL ASIA-PACIFIC REGION'S FILM FESTIVAL TO TAKE PLACE IN VLADIVOSTOK

VLADIVOSTOK, JANUARY 28, 2004. (RIA Novosti correspondent Anatoly Ilyukhov). The state financing of the cultural institutions of Russian Far Eastern federal district's regions will increase three times on the last year. Russian culture minister Mikhail Shvydkoi, who is now making a working trip in the Russian Far East, said at a press conference in Vladivostok on Wednesday.

Shvydkoi also reported that the culture ministry will support the holding of the second film festival of the Asia-Pacific region's countries.

"Despite the fact that at first Moscow skeptically treated the holding of a film festival in the Maritime Territory, the high level at which it was organised, and good reports of specialists dispelled all doubts," the minister pointed out.

The clause on supporting the film festival has been included in the agreement signed between the administration of the Maritime Territory and the Russian culture ministry.

The agreement also stipulates that the ministry gives to the administration a part of powers in the sphere of protecting the cultural heritage and monuments.

"I believe that it is impossible to govern all things from Moscow," said Shvydkoi commenting on this point of the agreement. "You have monuments, which are very interesting and which require serious attention," he pointed out.

Before arriving in Vladivostok, Mikhail Shvydkoi visited Khabarovsk, where he took part in the joint session of the culture ministry and the coordination council for culture, arts and cinematography of the Far Eastern federal district.

Earlier, similar sessions were held in the Central, Siberian and Volga federal districts.

The participants in the Khabarovsk session discussed the development of culture in the Russian Far East, training of personnel in the field of culture and arts, and improvement of services in cinematography.

They also considered the draft of the federal targeted programme "Culture in Conditions of Globalization and Establishment of Information Society in 2006-2010." They recommended that the culture ministry include in the project a sub-programme of training personnel for the sector, computerize the library network, create information centres on the basis of large libraries of the region and cultural media centres.
