    MOSCOW, January 27, 2004 (RIA Novosti) - Speaker of the Lower House of the Russian Parliament Boris Gryzlov and US Secretary of State Colin Powell met in the State Duma building on Tuesday.

    The State Duma Speaker briefed the US Secretary of State on the results of the recent parliamentary elections. "At the present time, there are four factions in the State Duma," the Speaker specified. "But for the first time there is a constitutional majority in parliament, formed on the basis of one faction, that is, United Russia," he said.

    The House chairman believes that this fact will make it possible to pass laws more efficiently and to co-operate with the executive power more constructively.

    Boris Gryzlov also pointed out positive co-operation between the Russian parliament and the US Congress. "Our inter-parliamentary relations are good, and the inter-parliamentary group is actively operating," said Gryzlov.

    In his turn, the US Secretary of State congratulated Boris Gryzlov on his election as State Duma Speaker. He also said that it was for the first time that he met with the chairman of the Lower House of the Russian parliament and that he hoped to conduct fruitful negotiations with other Russian lawmakers.
