NEW DUMA'S LAW-MAKING TO BE MORE FRUITFUL

MOSCOW, January 20th, 2004 (RIA Novosti correspondent) - The law-making activities of the new State Duma (lower house) will be more fruitful, first Vice Speaker of the State Duma, Alexander Zhukov, said at a briefing on Tuesday.

According to the vice speaker supervising the Duma's legislative activity, "those who expect political shows and sensational squabbles from the new Duma will be disappointed." Zhukov emphasised that the United Russia faction was now responsible for the Duma's law-making activities, as having the majority in the lower house.

In his remarks on the changes in the law-making efforts of the new Duma, Zhukov said that the mechanism for the decision-making would be somewhat modified. "We will closely co-operate with the government, and as the first Vice Speaker of the State Duma, I will be in charge of the dialogue between the government and the Duma on law-making issues," said the deputy.

In addition, Zhukov said that the mechanism for draft law authorship would be altered as well, allowing the government and deputies alike to draft laws.

As for the correlation between legislative initiatives, the first vice speaker said that the government would work out and submit over 60% of the bills to the parliament.
