    TYUMEN, January 16th, 2004 (RIA Novosti correspondent) - The earlier discussed fundamentals of the Russian education reform need to be implemented today, Russian Education Minister Vladimir Filippov said in Tyumen (Siberia) on Friday.

    There he participated in the all-Russian conference of education workers and representatives of the Russian provinces' administration. The conference considered the enhancement and reform of economic relations in the education sphere.

    "It is not the first time that we are gathering in Tyumen. Five years ago we met here for an all-Russian conference devoted to the education reform. Since then, a lot has changed: the national education doctrine has been adopted, education standards worked out and approved, and educational establishments are being transferred to municipal financing.
