Cooperation of Russia and the United Nations Education, Scientific and Cultural Organisation (UNESCO) in the sphere of restoration of the system of education in the Chechnya began in 2001.Then as a result of the accords reached between President Vladimir Putin and the UNESCO's Director General, Koichiro Matsuura, an appropriate agreement was signed.
Within the framework of this document the Russian specialists and the Organisation's experts prepared in 2002 the assessment report: "Education in the Chechen Republic: state, problems, prospects for restoration and development." Last March two missions of experts visited Russia with this aim.
Following these visits a plan of action for rebuilding education system in Chechnya was drafted which envisaged raising qualification level of education ministry officials as well as manning with qualified cadres of the Retraining Institute for Educational Workers in Chechnya.
