MOSCOW, JANUARY 13 (RIA NOVOSTI) - Meeting journalists Tuesday, Vladimir Zhirinovsky, the Liberal Democratic Party leader and vice-speaker of the Duma of the fourth convocation, told newsmen that the party which has triumphed at elections should be responsible for the formation of a government.

He also finds it justified that the United Russia party wants to reserve all the managerial posts at the main Duma committees. "If United Russia accounts for more than 300 seats in the Duma, that is for a constitutional majority, let it bear responsibility for everything. It would be logical, the more so as such a practice has long been underway in foreign parliaments," he said.

Zhirinovsky pointed out that such an alignment of forces, with one entity to take charge of everything - does suit the opposition as well. "The party of a majority should be responsible for all the work of the State Duma, its effectiveness to be appraised by the elector in four years," said the Liberal democrats' leader.
