    MOSCOW, January 13, 2004. /RIA Novosti/. The first stage of the administrative reform in Russia is to be accomplished by April 1, 2004, Vice Premier Boris Aleshin said at the meeting with President Vladimir Putin.

    "After that, we shall deliver a report to the President," Aleshin added.

    In addition, a report on the supervision and control functions will be submitted to the head of state, the Vice Premier said.

    According to him, the governmental commission has analyzed the functions of state management. It has examined 4,000 out of 5,000 functions and more than 800 of them were considered excessive, Aleshin noted.
