    MOSCOW, January 13, 2004. (RIA Novosti correspondent Mariya Balynina) - The Federation Council /the Russian parliament's upper chamber/ plans to focus on laws concerning local self-government, the development of mortgaging as well as bills designed to double the country's GDP during its spring session, Vice Speaker of the chamber Alexander Torshin said.

    "We believe these issues are of primary importance," the official said.

    According to him, senators are going to back up the bills that will provide for the doubling of GDP through the development of real sectors of the economy, with regional interest taken into account, and not through securities issue.
