WASHINGTO (Sputnik) — The White House has previously said the United States wants to set up basic rules with Russia to deconflict the two countries' military operations against the Islamic State in Syria.
"We are making some progress on the particular issue of professional conduct with respect to Russia in the air, and I expect those discussions… to conclude shortly," Carter stated in a press conference.
The US and Russian authorities have already held two discussions about deconflicting mechanisms in Syria.
Earlier on Tuesday, the Russian Defense Ministry said it had sent proposals on the text of a draft agreement to the Pentagon concerning flight safety during combat missions over Syria. Moreover, the Russian Defense Ministry expressed readiness to hold a videoconference with US authorities on Wednesday.
The US-led international coalition has been conducting airstrikes against Islamic State militants in Syria since 2014.
On September 30, Russian Air Forces commenced precision airstrikes against Islamic State targets in Syria on the request of the Syrian government.
