BEIRUT (Sputnik) — According to the Syrian Arab News Agency (SANA), the plan should propose measures to ensure restoration of state institutions, investment and economic establishments, particularly in agricultural sector, in Aleppo's eastern and southern countryside as well as in Raqqa's western suburb.
The restoration of services in the provinces of Aleppo and Raqqa was made possible after the Syrian Arab Army HAD almost completely expelled the IS from Aleppo province and moved to Raqqa from the west. Raqqa, lying on the Euphrates River, was declared ISIS capital in 2014. Its strategically important location gave the terror group great access to the river valley where the major Syrian cities are situated.
