He told Sputnik Arabic that the eventual performance of a presidential candidate can be far removed from their pre-election campaigning, and expressed hope that relations between Washington and Cairo will be on a stable footing under President Trump.
"There were highs and lows in Barack Obama's political relationship with Egypt. I expect that stable relations will developed between the US and Egypt in the future, because Egypt plays an important role in the regulation of conflict in the Middle East," Al-Arrabi said.
"Of course, the improvement of Russian-American relations will have a positive impact on the Middle East as a whole. Co-operation between Putin and Trump will have a positive impact both on the region as a whole, and on Egypt."
The diplomat added that after Trump's victory, European politicians can expect a similar swing to the right in elections in France and Germany next year.
According to the UN Refugee Agency, over one million refugees and migrants reached Europe across the Mediterranean Sea last year, followed by another 340,000 so far this year.
Political leaders in France have acknowledged that Front National leader Marine Le Pen "can win" next year's presidential elections.
The right-wing Alternative for Germany has made significant gains in state elections in Germany this year, and is also upbeat ahead of German federal elections next autumn.
"Migration is not the answer to Syria's problems and I think that it's just a temporary solution to the problem. It is necessary to eradicate the root of evil, that is terrorism, not to seek a new place of refuge for refugees," Al-Arrabi said.
