    The President of the Council of the International Civil Aviation Organization (ICAO) expressed his condolences over the crash of a Russian airliner in Egypt.

    MOSCOW (Sputnik) — On October 31 an Airbus A321 operated by Russian airline Kogalymavia crashed while flying from Sharm El-Sheikh to St. Petersburg. All 224 people on board were killed in what is the largest civil aviation disaster in Russian history.

    "Any accident or incident resulting in loss of life is always a matter of utmost concern to ICAO and to the entire air transport community," Olumuyiwa Benard Aliu said in a statement.

    ICAO Chief of Communication Anthony Philibin told Sputnik after the crash that the organization will not participate in the investigation into the Kogalymavia plane crash unless it receives an official request from Russia.
