"Those who have arrived [in Djibouti] say everyone who wanted to leave seem to have come…They've taken everyone who was going to leave," Orlov told RIA Novosti.
Orlov said people had been evacuated only from the port city of Aden as evacuation by air was impossible because of the damaged airport.
Earlier on Sunday, Russia's warship Priazovye evacuated 308 people, including 45 Russians and citizens of 19 other countries, to Djibouti. Russia is expected to evacuate another 150 people from Yemen by planes later in the day.
Russia has evacuated over 600 people from the conflict-torn Yemen in the past weeks.
Upon the arrival in in Moscow, the evacuated undergo medical, passport and customs checks and are taken to the Russian Foreign Ministry's evacuation center to meet with representatives of their states. Those who need to travel to another destination are transferred to Moscow airports.
