“Based on trends identified during the past 11 years, we assess that some detainees currently at GTMO [Guantanamo] will seek to reengage in terrorist or insurgent activities after they are transferred,” according to the report, which was issued Wednesday.
Additionally, the report confirmed that 122 of 693 detainees, or 18 percent, released from Guantanamo have resumed terrorist or insurgent activities. Nine detainees, or 6 percent, of the 161 released during US President Barack Obama’s administration have re-engaged.
The ODNI is required to release a summary report on Guantanamo every six months.
Closing the detention facility has been an administration priority since Obama took office in 2009. Of the 61 detainees who remain there, 20 have been cleared for transfer.
