Live Updates: All But 1 Out of 33 Russian Nationals Detained in Belarus Are in Russia

People have been protesting in Belarus since the evening of 9 August, when the election results showed Lukashenko had secured his sixth term in office, with over 80 percent of the vote.

The European Union needs additional sanctions against those who violate human rights in Belarus, European Commission President Ursula von der Leyen said.

Von der Leyen voiced her support for Belarusians after people released from pre-trial detention centres in Minsk on the night of 14 August said that protesters have been subjected to severe beatings in detention.

In the meantime, Belarusian President Alexander Lukashenko has commented on reports of his departure from the country, strongly denying them. 

Opposition leader Svetlana Tikhanovskaya, in turn, has called for peaceful mass actions in cities.

Since the announcement of the official results, opposition rallies have engulfed Belarusian cities, with security forces trying to put them down. Thousands of people have been arrested, including many foreign journalists.

MOSCOW (Sputnik) - The European Union does not accept Belarusian election results and wants to punish those responsible for violence and fraud, EU foreign policy chief Josep Borrell said on Friday.

"Belarus: EU doesn't accept election results. Work begins on sanctioning those responsible for violence & falsification," Borrell said on Twitter after the meeting of EU Foreign Affairs Council.

The 27 ministers came to a consensus that last Sunday's election in the eastern European nation was rigged, Slovak Foreign Minister Ivan Korcok said on Twitter.

"Consensus that elections were rigged, EU starts working on individual targeted measures against those responsible for violence against peaceful protesters and the election fraud," he wrote.

The Belarusian Health Ministry on Friday refuted claims that medical workers would face prosecution for participating in unauthorized post-election protests.

"There was information on social networks that employees of health care institutions will be subject to prosecution or dismissal if they join solidarity rallies. The text was posted on social networks with a reference to the words of the [health] minister and the first deputy minister. We officially declare: this information is not true", the ministry wrote on its Telegram channel.

The ministry added that medics were not prohibited from expressing their civil position outside working hours.

"The Ministry of Health and the Belarusian Trade Union of Health Workers only ask [the public] to avoid provoking violation of law and order, as well as labour discipline", the ministry noted.

Thousands of people took to the streets in the Belarusian city of Vitebsk on Friday to protest the presidential election results.

A Sputnik correspondent from the northeastern city reported that the protesters headed towards the city center passing by a train station, which brought out about 150 railway employees to join.

The railway employees told Sputnik that they had asked their administration to stage a protest of their own, but the administration was not supportive. The employees then decided to join the passing march, saying that the administration agreed not to stand in the way or reprimand them afterward.

Walkouts from places of work have become increasingly common in Belarus, with reports of various factories halting production as workers stage protests or join ongoing ones.

The international community will jointly respond to the current situation in Belarus in a such a way that will lead to better results for the Belarusian people, US Secretary of State Mike Pompeo said at a presser with his Austrian counterpart in Vienna on Friday.

"I think the world collectively will respond to this in a way that I hope leads to better outcomes for the Belarusian people", Pompeo said.

"Thirty-two Russian citizens, who were previously detained in Belarus, crossed the Russian state border and are currently in Russia. The thirty-third citizen of Russia, who also has Belarusian citizenship, remained in Belarus", the Russian Prosecutor General's Office said.

The transfer of these persons was carried out in strict accordance with the norms of international law and the national legislation of Russia and Belarus, the office stressed.

"The relevant authorities of Russia will continue to deal with the situation around these citizens", the statement says.

Lawmakers of the Lithuanian parliament, the Seimas, are indenting to go to Belarus "to monitor the situation" in the country amid massive protests opposing the outcome of the presidential election. 

Arvydas Anusauskas, a lawmaker from the Homeland Union – Lithuanian Christian Democrats political party called on the parliament's board to foam a group of lawmakers who would go to Belarus and serve as mediators in the ongoing crisis.

The board, in turn, asked three parliamentary committees to form a delegation and visit's agenda by 18 August.

Polish Prime Minister Mateusz Morawiecki on Friday urged the Belarusian authorities to hold an election rerun amid mass protests in the country.

Speaking at the Sejm, the parliament's lower house, Morawiecki presented a plan of solidarity with Belarus.

"We call on the Belarusian authorities to hold free re-elections ... best if it is with the participation of international observers", the prime minister said.

"We call on Belarusian authorities to stop attacking, detaining and demonising journalists and media workers and work towards meaningful protections for media freedom", the EFJ said.

The association stressed that "every act of violence and unlawful detention" should be thoroughly investigated to build public trust and support the rule of law.

The EFJ also appealed to "European institutions and the European community" to use all diplomatic tools to protect people of Belarus, including media workers.

"This should include the reintroduction of commensurate sanctions related to allegations of electoral fraud, as well as all violations of media freedom", it added.

"We, as the EU, want today to significantly increase pressure on Belarus. The election results must be verified, and persons who have proven to have participated in violence against peaceful demonstrators must be sanctioned", German Foreign Minister Heiko Maas said on Twitter.

Belarusian President Alexander Lukashenko, commenting on the situation with protests in the country, said that the situation was not catastrophic, but there were enough problems.

"Once again, we return to the situation not even in Belarus, but in the capital — in Minsk. I will not say that there is some kind of catastrophe or the situation is too tense, but there are enough problems and there are enough questions that need to be solved. We can already clearly see what is happening", Lukashenko said during a meeting with members of the Security Council, as quoted by the state-run news agency Belta.

The instigators of street protests in Minsk are people from abroad, Lukashenko said.

"Today we can already absolutely clearly see what is happening. We see the actors today. As we said, the instigators and organizers of this all are people from abroad. In the forefront are people with a criminal past", Lukashenko said.

Speaking about the actions of law enforcement officers at the protests in the country, said that the security officials "should have a certain brake".

"I can't make claims to anyone today. I can't. Because you see how the situation is developing. The only thing, I will ask the minister and others: we are still Slavs, if a person has already fallen and lies, is not it is necessary to beat him. That is, there must be a certain brake," he said.

Lukashenko urged his compatriots not to "stick your head out into the streets."

"Don't stick your head out into the streets now! Understand that you and our children are being used as cannon fodder! Today they have come in large numbers here from Poland, Holland, Ukraine, from this 'Open Russia', Navalny, and so on and so forth. The aggression has already begun against the country", he said.

Lukashenko called on everyone to calm down and allow the authorities to restore order in Belarus.

"Tell me, how can a military man act? What should I do in this situation? Do you want me to sit and wait until Minsk is turned upside down? If so, we will not stabilise the situation later. Therefore, we need to stop and calm down. we will put things in order, deal with those who have come here", he said.

Oleg Voinov, the foreign military policy assistant to the Belarusian defence minister, briefed military attaches on Friday on the post-vote situation in the eastern European country.

"Maj. Gen. Oleg Voinov informed military members of the diplomatic staff accredited with the Belarusian Defense Ministry about the real situation in the country, and the armed forces' place and role in the unfolding events", the ministry said in a statement.

The European Union is likely to create a sanctions list for Belarus, Polish Foreign Minister Jacek Czaputowicz told reporters in Warsaw during the break of the meeting of the EU Foreign Affairs Council.

"Most ministers are inclined to impose individual sanctions. The EU will probably work on developing a list of individuals", Czaputowicz said.

He specified that this would be announced officially after the end of the meeting.

On Thursday, Latvia, along with Poland, Lithuania and Estonia, offered Minsk mediation to achieve a peaceful settlement to the continuous protests in the country.

Belarusian Prime Minister Roman Golovchenko is speaking with some workers who went on strike at the Minsk Tractor Factory, some other employees of the plant took to streets, a company representative told Sputnik on Friday.

"Some people have left the plant and went to the streets of the city. But some people stayed here and are talking with Roman Golovchenko", a representative of the plant said.

"I state that we are ready for dialogue with the authorities. Taking into consideration the events unfolding in the country and the need to implement urgent measures for restoring legitimacy in Belarus, I initiate the creation of a coordination council to provide the transfer of power ... The council could include representatives of the civil society, some respected and well-known Belarusians, professionals", Belarusian opposition politician Svetlana Tikhanovskaya said in a statement.

The politician called on Europe and the global community in general to assist the launch of dialogue with the government.

Belarusian Prime Minister Roman Golovchenko on Friday arrived at Minsk Tractor Factory where the employees went on strike, a representative of the plant told Sputnik.

Earlier on Friday, some of the facilities at the gigantic plant suspended work because of an unauthorised rally.

Belarusian politician Andrey Dmitriev, who ran for presidency, said that he did not accept the final official results of the election, would file a complaint to the Supreme Court and also seek a new vote.

"We do not agree with the decision of the CEC and we will appeal it in the Supreme Court", Dmitriev stated after a CEC session, during which the election body studied his complaint against the results of the vote.

The politician stressed he would "seek a new election".

Dmitriev also called on Belarusians who do not recognise the results of the election to send to him messages, authorizing him to push for a new election on their behalf.

Incumbent Belarusian President Alexander Lukashenko secured 80.1 percent of the vote in presidential election, Svetlana Tikhanovskaya 10.12 percent, the Central Election Commission said Friday.

According to media reports, Anna Kanapatskaya received 1.67 percent of the vote, Andrey Dmitriev 1.2 percent, Sergei Cherechen 1.14 percent.

The election was held on Sunday.
