WARSAW (Sputnik) — The 10th day of every month is marked by ruling Law and Justice (PiS) party-backed ceremonies to honor the victims of the airplane crash near the Russian city of Smolensk on April 10, 2010. Kaczynski, his wife and a number of senior Polish officials were among the victims. Opposition members regularly carry out counter-demonstrations, claiming that the ruling party uses the monthly event for political ends.

"A total of 44 requests for punishment were sent to court due to offenses committed. In particular, these include attempts to disrupt legal manifestations and use of vulgar words," Marczak said.

He added that two people were arrested on Monday. One was impersonating a police officer, and another stole a bag.

According to the police, approximately 2,000 people took part in the memorial ceremony, while almost 2,500 participated in the opposition's counter-demonstration on Monday.

The liturgy in the memory of the crash victims was held at St. John's Cathedral on Warsaw's Castle Square, after which mourners held a march through Krakowskie Przedmiescie street, located in the Old City's center. Counter-demonstrators tried to block the street, but police used metal rails to secure passage.

In December, the Polish Parliament passed legal amendments of the law on public gatherings, which prohibits the occurrence more than one demonstration at the same time at the same place. The law also gives priority to regular demonstrations and those organized by state or church authorities. Even though the law was enacted in May, opposition members regularly try to interfere with the ruling party's monthly memorial.

In 2010, a Polish jet airliner carrying Kaczynski, his wife and officials, who were heading to a ceremony marking the 70th anniversary of the Katyn massacre, crashed amid heavy fog as it attempted to land at an airfield near Smolensk. All 96 people on board died in the crash.

In 2011, the Moscow-based Interstate Aviation Committee published a final report on the results of the technical investigation into the catastrophe. The report gave the crew’s decision not to route the plane to an alternative aerodrome as the direct cause of the crash. The report also outlined serious deficiencies in the way the aircraft’s crew were trained and how the preparations for the flight was assessed.
