According to the Russian foreign minister, it's possible to exchange Ukrainian nationals serving sentences in Russia for Russian citizens in Ukrainian prisons.

HAMBURG (Sputnik) — There are legal opportunities to exchange Ukrainian nationals serving sentences in Russia for Russian citizens in Ukrainian prisons, Russian Foreign Minister Sergey Lavrov said Friday.

"As regards Ukrainians detained in the Russian Federation, there probably are legal opportunities, they were already used when an exchange involving Nadezhda Savchenko took place. There are Russian citizens in Ukrainian prisons too… It depends on how the legal procedures are applied to each side," Lavrov told reporters following the OSCE Ministerial Council's meeting.
