The Investigative Committee said those accused established the criminal network after clashes erupted in April 2014 in southeast Ukraine for the purpose of kidnapping and smuggling people with the use of their administrative powers.

According to the investigators, the criminal association was characterized by careful planning of crimes, persistence of forms and methods of criminal activity, and a clear hierarchical structure.

Currently, the investigation is establishing the circumstances of these crimes and their victims.
