MOSCOW (Sputnik) – Moscow demands unrestricted consular access to all Russians detained or in custody in Ukraine, Russia’s Permanent Representative to the Organization for Security and Co-Operation in Europe (OSCE) Alexander Lukashevich said Friday.

"We demand unrestricted consular access to all Russian citizens detained and in custody on the Ukrainian territory without due notice of Russian diplomatic and consular offices," Lukashevich said.
