MOSCOW (Sputnik) — Ukraine must coordinate all moves on constitutional reform and holding elections in its breakaway southeastern region with the region's representatives, Russia’s Permanent Representative to the Organization for Security and Co-operation in Europe (OSCE) Alexander Lukashevich said Friday.
"All issues regarding elections in Donbass, including issues of their security and issues of their special status and constitutional reforms in terms of the "complex of measures" [to implement the Minsk accords] must be discussed with representatives from Donetsk and Luhansk within the framework of the [trilateral] contact group," Lukashevich told the OSCE Permanent Council.
The envoy stressed the importance of direct dialogue between Kiev, Donetsk and Luhansk, adding that other contacts, such as bilateral meetings and the Normandy format, help in the search for settlement but cannot replace direct dialogue.
