    German Foreign Minister said that there was no breakthrough on issues of political settlement in eastern Ukraine during Wednesday talks of Normandy Quartet foreign ministers in Berlin.

    MOSCOW (Sputnik) There was no breakthrough on issues of political settlement in eastern Ukraine during Wednesday talks of Normandy Quartet foreign ministers in Berlin, German Foreign Minister Frank-Walter Steinmeier said.

    "The political settlement process is moving with a lot of difficulties. There were no breakthroughs today," Steinmeier said following the meeting with Russian Foreign Minister Sergei Lavrov, French Foreign Minister Jean-Marc Ayrault and Ukrainian Foreign Minister Pavlo Klimkin.

    According to Steinmeier, local elections in Donbas remain a key stumbling point in negotiations.
