MADRID (Sputnik) The European Union will assist Turkey and Greece in addressing the refugee crisis, acting Spanish Prime Minister Mariano Rajoy said on arrival to the EU-Turkey migration summit on Monday.

"The refugee subject is one of the most important in Europe today. We will spare no efforts to help Turkey and Greece, where the problem of refugees is the most severe," Rajoy said in remarks broadcast by the European Commission audiovisual services.

He noted that "refugees are a consequence of the problems that exist in the countries that these people are leaving."

"First we need to solve these problems that are taking place in countries such as Syria, a number of African countries," Rajoy stressed, adding that EU leaders would attempt to "help countries in the regions where there are problems" at the summit.

Europe is beset by a massive refugee crisis, with hundreds of thousands of refugees fleeing conflict-torn countries in the Middle East and North Africa. The EU border agency Frontex detected over 1.83 million illegal border crossings in 2015, in contrast to some 283,000 in 2014.

The EU-Turkey summit focusing on stemming migration flows into the bloc kicked off in Brussels earlier in the day.
