Cameron is seeking to renegotiate his country's EU membership. Brussels said earlier it would consider a four-year "emergency brake" on benefits for new EU migrants – but only if London proves that the UK welfare system is under excessive strain.
Late on Sunday, a Downing Street spokesperson said that Tusk had agreed to the United Kingdom restricting in-work benefits for EU migrants for their first four years in the country, which is one of Cameron’s requirements.
