MOSCOW (Sputnik) — EU Commissioner Gunther Oettinger has called for an amendment to the German constitutional law amid a massive influx of refugees and migrants to Europe, proposing a faster procedure of returning home migrants from safe countries of origin.

"The Basic Law [the German constitutional law] could be changed so that asylum procedures would be finalized much faster than before," Oettinger told Welt am Sonntag newspaper, stressing that the constitutional amendment will allow returning refugees from safe countries of origin shortly after they receive a rejection on asylum in Germany.

"We need to harmonize material benefits for asylum seekers across Europe because too wide a gap within the EU could create wrong incentives," Oettinger, a German politician and member of Chancellor Angela Merkel's Christian Democratic Party, said.

The German outlet added that Merkel's decision to open borders to refugees seeking to cross into Western Europe from Hungary, came as a shock for some regional governors.

Number of Refugee Smugglers Detained in Germany in 2015 Increases by 40%
Earlier this month, Germany opened its borders to some 20,000 migrants amid an unprecedented migrant crisis in the region. Germany expects to take in a total of 800,000 migrants by the end of this year.

In August, German Foreign Minister Frank-Walter Steinmeier said around 40 percent of all refugees that came to Germany were residents of Western Balkan states and had no chance of receiving asylum.
